First, you sorted your UK visa. Next, you found a new house in Surrey. Finally, you booked your flights out of Dubai. Therefore, the hard part feels over, right? Not quite. If you ship household goods to the UK without understanding the ToR1 form, HM Revenue & Customs (HMRC) will definitely wait for you with a massive tax bill.

Moving your life from the UAE to the United Kingdom creates a major logistical challenge. While packing your villa requires heavy lifting, navigating British customs often causes the biggest problems. Specifically, this is where expats stumble the most.

By default, the UK charges standard import duty. Additionally, they apply a 20% Value Added Tax (VAT) on goods entering the country. If HMRC applies this to your entire household inventory, the move could cost you thousands of pounds. Fortunately, a legal exemption exists. Specifically, experts call this Transfer of Residence (ToR) relief.

At Chevron Sea Shipping, we handle Dubai-to-UK relocations every single week. Therefore, we created this definitive guide. Below, we explain exactly how to secure your ToR1 exemption. Ultimately, we ensure your belongings enter the UK completely tax-free.

1. What is the ToR1 Form?

Basically, the ToR1 (Transfer of Residence) represents an official application submitted directly to HMRC in writing.

  • The Purpose: First, you must convince the UK government that you are truly moving your main home to the UK. Second, you must prove the goods are your own used personal belongings, not commercial items for resale.
  • Your Reward: Once HMRC approves your application, you will receive a Unique Reference Number (URN). Next, you give this URN directly to us. Finally, we use it to clear your shipping container through UK customs entirely without paying import duties or VAT.

2. Do You Qualify for ToR Relief?

To get this valuable tax exemption, you must meet strict HMRC rules:

  • Residency: First, you must have lived outside the UK (e.g., the UAE) for at least 12 continuous months before moving.
  • Ownership: Second, you must have owned and used your items for at least 6 months before your move. Therefore, do not buy a brand-new sofa in Dubai right before you leave. You cannot ship it tax-free!
  • Intent: Third, you must import the goods within 12 months of your arrival in the UK.
  • Retention: Lastly, you cannot lend, sell, or rent out the imported goods for at least 12 months after bringing them into the UK.

3. The Application Timeline (Do Not Delay!)

Unfortunately, this represents the most common trap expats fall into. You absolutely must apply for ToR relief before your goods arrive in the UK.

  • The Process: You complete the application entirely online via the UK Government Gateway portal. Specifically, you need to provide evidence of your old UAE address. Next, you need evidence of your new UK address or employment. Finally, you must submit a detailed list of the items you are shipping.
  • The Wait: Typically, HMRC takes anywhere from 2 to 6 weeks to process an application. This delay increases significantly during the busy summer moving season.
  • The Chevron Strategy: Therefore, we strongly advise our clients to apply for their ToR1 immediately after their UK visa gets approved. Without that URN, we simply cannot clear your container at the Port of Felixstowe or Southampton.

4. The “No-Go” List: What ToR Doesn’t Cover

Even if you get your ToR1 approved, some items will never travel tax-free. Consequently, you must declare these items separately:

  • Alcohol and Tobacco: Perhaps you packed your prized collection of single malt whiskey. Unfortunately, you will pay heavy excise duty and VAT on those bottles. Generally, we advise against shipping these items entirely.
  • Commercial Vehicles: The exemption does not cover cars or vehicles used for a trade or business.
  • Weapons and Prohibited Goods: Naturally, anything restricted comes under strict normal UK customs laws.

5. Don’t Tackle UK Customs Alone

Bureaucracy easily turns an exciting move back home into a highly stressful ordeal. You definitely do not want your shipping container racking up daily port storage fees. Furthermore, you do not want to argue with HMRC over missing paperwork.

When you book a Door-to-Door relocation with Chevron Sea Shipping, we do much more than just move your boxes. First, our dedicated move coordinators guide you through the exact documentation you need. Next, they advise you on the ToR1 process. Finally, they coordinate directly with our accredited UK partners. Ultimately, this ensures a smooth, tax-free delivery directly into your new British home.
