1. The “4-Month Rule”: Start Early!
Do not leave pet relocation to the last minute. Depending on your destination, the preparation can take 3 to 7 months.
- Rabies Vaccines: Most countries require a valid rabies shot at least 30 days (and sometimes up to 1 year) before travel.
- Rabies Titer Test (RNATT): For strict countries like Australia, New Zealand, and sometimes the UK/EU, you need a blood test to prove the vaccine worked. This test often has a mandatory waiting period of 3 months after the blood is drawn before the pet can fly.
2. The Dubai Summer Heat Embargo
This is a critical logistic factor specific to the Middle East. Many airlines will not accept pets as cargo during the summer months (typically June to September) if the temperature on the tarmac exceeds a specific limit (usually 29°C/85°F).
- The Risk: If you plan your move for July, your pet might not be able to fly with you.

3. The Crate Matters (IATA Regulations)
You cannot just use any pet carrier. To fly as “Manifest Cargo,” your pet needs a travel crate that meets IATA (International Air Transport Association) standards.
- Sizing Rule: Your pet must be able to stand up without their head touching the roof, turn around, and lie down comfortably.
- Snub-Nosed Breeds: If you have a Pug, Bulldog, or Persian cat, many airlines have stricter rules or may ban them entirely due to breathing risks at high altitudes. We can advise you on which airlines are “snub-nose friendly.”
4. Export Permit & Health Certificate
Before your pet leaves Dubai, they need official clearance from the UAE Ministry of Climate Change and Environment (MOCCAE).
- You will need a government-issued Export Permit.
- Your vet must issue a Health Certificate within a few days of the flight, certifying the pet is fit to travel.
5. Cargo vs. Excess Baggage
- Excess Baggage: Some airlines allow small pets in the cabin or as checked luggage (tied to your ticket). This is cheaper but becoming rarer.
- Manifest Cargo: This is the safest and most common way for international moves. Your pet travels in an exceptional, pressurised, and temperature-controlled hold. They are tracked by an Air Waybill (AWB), independent of your ticket.
